It's harder, but Rosewood and Riverside are just too cozy and you can easily clear zombies without pulling them.

There's a few scattered around Muldraugh that I know of.I like Muldraugh, just go to and stay in the southern third, past the suburbs. Best base imo is The Rusty Rifle, the tavern on the south side. (One of the best bases in the game, imo). Gas station is right next to it at the edge of town and there aren't that many zombies in the area.
