Either way Maven doesn't get Riften. Ah ok. I didn’t do the main quest before the civil war one on my second run through so I didn’t even have a choice, although I was imperial anyway. Next run through I’ll try that thanks. If you do the Civil War questline as an Imperial, you will always wind up with Maven as Jarl.
